And here they are after:
1. I cropped the billboard, them used a blur filter.
2. I cropped the stage just to show the group of people underneath, then used a sharpen filter.
3. I cropped the capitol building so that it would show enough sky and as little of the crowd and stage, then used a sketch filter to turn it into a painting.
